nay dues or dubios in excess of these leviable on junks and their cargoes trading between Chinese porta and Macao, and that no dues Thatsoever shall be de- manded from junks coming to Hongkong from Ports in China, or procosding from Hongkong to Porta in China, over and above the duos paid or payable at the ports of cloaraned or destination."

*hat the officer of the Foreign Inspectorate who will be responsible for the management of the Kowloong office shell investigate and settle any cezplaints made by junks trading with Hongkong against the Native fustoms Revenue Stations or cruisers, and that the Governor of Hongkong, if he deaus it advisable, shell be entitled to send a Hongkong Officer to be present at and assist in the investigation and dücialon. If, however, they do not agree, a reference may be made to the authorities at Peking for a joint decision." #

The Commissioners concluded with an expression of opinion that "if the arrangements indicated were fully carried out a fairly satisfactory solution of the question

connected with the so-called 'Pongkong Blockado' would have been attained. The assumption was somewhat optimis- tic, as the arrangement has unquestionably proved more efficient for the purpose of protecting the Chinese Re- venue than for the šetnative purpose of obviating the
